Your question isn't finished, you can add details if you have run out of room. Your vehicle has been missing since Oct. 2006 and you are wondering about complaining now? If your story at face value is true, you need to contact your local civilian police oversight committee. Most provinces/states have a complaint process in place in regards to police officers. I police in a smaller community and I do get calls sometimes with people that I know personally. Luckily there are enough officers in our service so that I can tell the dispatcher about a possible conflict of interest and they send someone else.
If it were me, I would buy curtain rods - same as when hanging them at a window. I would put the rods at both the top and the bottom so that the curtain hangs taut against the wall. Since your wall is probably sheetrock, You would have to put screws into anchors in order to secure the curtain rod brackets. Drill a hole first (smaller than the anchor); then hammer the plastic anchor into the hole; then screw the bracket into the anchor. I wish you all the best. Charles
