I can't access my internet options?

when i go to tools internet options it says this operation has been canceled do to restrictions in effect on this computer. please contact your system administrator.it was working fine before, now all of the sudeen it does this.there was a cable guy who came over today and messed with my internet mayb thats y?im running vista

No, but it would be appropriate to pee on the fire in your toilet to put it out - the fire extinguisher foam would just clog up your pipes and also leave you with one heck of a big mess on your hands.
Just Restore your computer the CD it came with. If it didn't come with one then maybe your computer has a built in recovery thing look it up.
Sometimes control panel won't open because of a corrupt CPL file. Each icon in control panel refers to a CPL. Do a search on your machine for CPL and double click the corresponding one that you want to open. If you delete all your CPL's and replace them with clean ones from another windows 2000 machine this should fix the issue. Typically the CPL files are in C:windowssystem32 Be careful when deleting anything in the windows directory. You may want to back it up in case you need to recover the files.
