I also live in a rough part of town, I'm the UK though and I don't know Vegas at all. Where I am, if they could steal your shadow they would! BUT only if they could get at least a fiver for it or use it themselves. So if you have anything like a push-bike outside or an electric car/bike/toy, that will probably go walkies. My bike got stolen. After that I got a lock and found it actually attracted more people to my garden. I might as well have put up a neon sign saying valuables inside, curiosity welcome If you can make it so the lock isn't visible to passers by, more to the better. If all your neighbours have locks on display then you probably won't have this issue. It's the same principle with a light. If you're the only one with a light, you must have more money than the average neighbor (thinking like a thief) therefore you might have something worth taking. This is how it works in the UK, human behavior is always similar, but might not be the exact same where you are. I haven't had anything stolen for a few years now, but the only things out are a HUGE trampoline (pretty hard to walk around with that!) and some garden tools in the greenhouse. Expensive ones too. I think they've not been taken because the ones that steal stuff don't tend to be hard working people, and gardening is hard work! lol If all else fails, have a chat to the neighbors when you see them out in the garden. Ask them how long they've lived there and what they think of the area. They'll be able to tell you about their troubles and the previous tenants, if there were any. And possibly who the rough families are and what streets they're in. If it's looking risky, I dont' know how much stuff is on your patio, but if you could fit it in the hallway just while you're sleeping then plonk it back out in the morning, that would be good. Or in a spot of the garden where people can't see them.

The only reason you may want to sand PVC is to make sure all dirt and grease is off before you apply the purple cleaner. New pipe does not have to sanded. PVC cement is not a glue. It literally melts the pipe, causing a weld so the gloss on the pipe doesn't mean a thing. Depending on the brand of cement, blue color usually signifies Wet/Dry meaning you can use it on wet pipe. Check the label of the can to make sure and don't be afraid to apply it liberally to both parts of the joint.
