Hello. My name is Richie. I am a 26 year electrician and a home improvement expert. I will help you the best I can. No there is no poison to the touch. PVC cement will dry like plastic. It is paint-able however but it will dissolve paint when applied to it. PVC cement actually melts PVC pipes and fittings together and seals them. Once dried, it is as hard as plastic.
