I think you're thinking of two separate things. There isn't anything you can add to the concrete mix that will make it shine when it's finished. A shiny concrete floor is one that has been finished with a power trowel,( or Whirly-Bird as they're sometimes refered to). These make the floor very smooth and easy to sweep. Large home centers and big box stores often have these. Concrete color additive is a liquid or powder dye that changes the color of the concrete, but won't make it shine.
They're made at the Dept. of Treasury by a machine.
