This was purely a trap to get quotas or revenue for the county. How can this be possible?

there are millions of cars on snowy roads with no TCS so frankly the main thing is to buy two sets of tires and rims you put the studded tires on the four stock rims or the 4 studdless tires if you like those better and put the good spring and summer set on some nice rimes you pick out at the local tire store. Im personally fond of studded tires they work good on pavement dry or wet and are good in ice and snow with out problems the prices are reasonable and they do a good job depending on what car you have plus you can always add chains if the ice gets too severe. studdless tires work great on ice but have some temperature restrictions for warmer winters check with your local tire store for information
