I replaced inner circular filter part in my bissel vacuum and its still emitting a bad smell?

I have a cleanview helix vaccum that I've had for about a year. Over the past year, whenever the vaccum suction slows down or I notice it not picking up as well, I wash the inner circular filters and the cainster parts and let them air dry completely. I have done this several times, but the last time when I replaced all the parts it had an awful, garbage smelling smell. So I ordered a brand new inner circular filter set from the official bissel website and put them in the vaccum and still have a smell. Is it the post motor filter, (the rectangular part on the side)? Should I just buy a new vacuum? I would prefer not to buy a new vacuum, so any help would be great!!
