It is POSSIBLE there are two FUNCTIONAL hydrants within 5 car lengths of each other. Unless it is CLEARLY indicated that the hydrant is out of service, I would not park in front of it. If the Fire Department needs access to the hydrant, you can legally DESTROY your car to get to it. Not only are they not liable for damage to your car, YOU can be liable for damage to THEIR equipment.
