Question:

if I purchase a suit and a tie could I claim it as a business expense?

if I always wear it when conducting business

Answer:

As far as safety in using the device itself, there's no risk. However, there are others and some of them are downright ghoulish. For example, it's possible for an unauthorised person to gain access by severing the hand or fingers of an authorised person. A much greater real risk exists if the back-end database that controls access is hacked in to by someone. Once the database is compromised, the system is essentially useless as people can't change their fingerprints. As a component of a multi-factor authentication system say a keycard, PIN and fingerprint it has some value but by itself it doesn't provide a high level of security.
