And I tap both the terminals together and it doesn't spark does that mean the battery charger is no good
not necessarily,but try and connect them to the battery and twist them and see if the needle on the charger moves if so it is working,but I have always seen a spark when I tapped them together,and imost of the time if it doesn't the fuse is more than likely blown in it.,,,,,,
Maybe not--some of them have a circuit breaker internally, and that goes off when you touch the terminals together. Best way to tell is just use a simple cheap voltmeter. you can buy them at Kragen for practically nothing, and it's a very handy tool to have. (volt/ohm meter).

Yes, if it was a working charger, you should see some sparks when you scratch the terminals together. It should have a gage which would show the charger delivering max amperage when you scratch the terminals too. Astrobuf
