Quartz counter tops are a quartz aggregate in a super hard epoxy binder. Granite is a cut into slabs out of larger pieces of stone. The advantage to quartz besides the cost, is it is totally maintenance free, non staining and very chip resistant While granite if very attractive it does stain, chip and needs some maintenance. edit: OK I did a bit of reading on this, from what I read all natural stone can have off gassing of radon. But consider this, we have been living in stone and rock homes since the dawn of time. I don't think this is a big health risk. If you are concerned the quartz would be a better choice because it is basically encapsulated in epoxy.
