What do you think they though life would be like when they didnt know anything about electricity. Well they figured that out and it improved life. Is global warming just another speed bump to be solved by a smart person or will it be harder than that?

No. It's city property. Just call up the city manager and get permission - chances are fairly good that they'll even supply the paint, you'll just invest your own effort. Some cities are REALLY anal about private citizens taking matters into their own hands - so to speak. Call first. They might have rules that a city employee has to do the job. You can always shame the mayor into doing it himself if you're really mean and sophisticated enough. It's good to know there are people out there that care enough to try to make their town look nice. Besides, the way things are these days, a city should be amenable to saving a few bucks if a homeowner is willing to toss in a couple of hours of labour for free.
go to the fire station and ask in many smaller communities, someone there will tell you where to get the paint and they'll quietly not notice when the hydrant gets painted.
well a saddle of course maybe a jumping saddle, or an all purpose jumping saddle. or close contact,all depends. and a flash nose band/headstall usually seems to work with alot of jumpers. maybe a dee ring snaffle as the bit, or o-rind, maybe eggbutt all depends really on the level of the horse, rider, and what works best for the horse itself. and of course a saddle pad made for jumping. i see alot of people use white ones. and you will need a helmet, vest for jumping(opitional), breeches(tights) or jodpurs, tall boots, and your show coat, etc.
I would cover the wires with electrical tape even though they have connectors. But yeah it seems safe.
