A building typically uses a type A (water) Type BC (CO2) fire extinguishers in addition to fire hoses. Type ABC have not been used so far because they were not as easy to operate and are heavier

Answer:

It's supposed to lock when you turn off ignition and car in park. It's part of anti-theft system. If this is what you mean if locks while driving power steering problem.
