Question:

Is it safe to put flame to an axle nut?

It‘s frozen on pretty good. Don‘t want to strip it.

Answer:

pvc is a lot cheaper.
I helped on a Honda to get the axle nut off and it turned out there was a little crimp in the collar that you had to straighten with a screwdriver and then use a 2' breaker bar. Don't know if yours is the same but you should look for something holding that nut.
Well flame is self is always a cause for caution. Take all precautions, outside, open area not close to ignitable materials like gas cans. You can make it more safe but. But I think you are asking if the nut/axel will be ok after the process. Heating up a frozen nut is a very common practice and works well. Read some of the other comment and don't expect it come the first try. I have usually tapped and sprayed lot of break-free. GL
Sure, heat it up with an oxy on an orange flame or a blowtorch. Don't let it get red hot, but just enough to loosen it. If that doesn't work, you'll have to grind it off.
