It depends on the type of alarm. If it is a silent alarm then no noise will be heard but the police will be notified automatically.
First off, use a diamond drill bit. Second, don't apply to much pressure. If you apply to much, you could easily break or crack the glass. Apply a slight and even pressure. So don't apply your body weight, just let the weight of the drill and your hand do the work. You may need to stop occasionally to remove any glass dust that builds up. This can be done, but you need to be patient in doing so. Also, a tip from my experience in trying to drill holes in rounded objects. Start with a very small drill bit to make a pilot hole of a sort. Not enough to drill through the glass per say, but to give the drill bit you're going to use a place to sit in while you start the hole. You'll also want to clamp it down while you're drilling so it doesn't roll around. You'll want something made of rubber so that you can apply pressure and friction at the same time. Again, to much pressure would crack the glass.
Cars parts commonly fail without being cause by previous repairs. Have you backed off the brake adjuster all the way. If so, it may be almost impossible to get the drum off. If you have, it sounds like something in the brake broke and is wedged into the drum. There should only be one of two causes of the wheel locking up. A failed bearing or the brakes coming apart.
