First question - is the crawl space concrete all the way around, or is there any venting/pipes/anything that is going through the concrete to the exterior of the houseIf it's tight all the way around, you're probably OK without insulating the crawl space If there are vents or any sort of openings, then you will (a) want to seal well around them and (b) put some insulation in, mostly the foil back, not the paper backed stuffSecond, how will you be sealing the crawl space from the rest of the house? Putting up a wall, finished on one side, with a door? If you do that, I suggest that you insulate new wall just in order to keep the heat in the finished room and not let in get to crawl space areaBut given the cost of insulation compared to the cost of energy, you'll probably make back in a couple of years whatever extra you put in for the crawl space insulationIt won't hurt.
