No it shows intellect. Now here's whats really important to realize about the lightning rod. They need regular maintenance as if the wires become loose the electricity gets outside them and goes all over the structure which can burn the place down. Just because your a Christian doesn't mean you have to check your brain at the door. Now look close at the rod. It is pointed at the top. This so the rod can attempt to fulfill the clouds need for a positive charge. If it can't then the step leader is formed and the lightning strikes. The cable which leads from the rod must be properly grounded in order for the electricity to be dispersed safely there. Therefore it is very wise to maintain the lightning rod system. That is a ridiculous situation. There was a fire that could have taken down the whole building. Kudos to the neighbour that put it out. It was not an unnecessary call, what if there had been smouldering material that flared up after, and that has happened thousands of times, even while firefighters are closing fire scenes down. There is no way you should be billed for a call to a fire that actually happened. Maybe your neighbour should send a bill for $1,000 for actually fighting the fire!
If you see a crime, you call the police. If you see a fire, you call the fire department. That's the way it is and you did what you were supposed to do. There was nothing premature or naive about your actions. You did not incur an unnecessary expense because things could have just as easily gone the other way and the fire could have spread out of control and then the whole building would have gone up. Back when I used to manage the security departments for various corporate firms, our policy was to *always* call the fire department for *any* fire, even if it's just a small office wastebasket fire that one could easily put out with a nearby fire extinguisher. We didn't take any chances, and certainly nobody got penalized or fined for it. Unless you started the fire, your short-sighted landlord has no business laying any blame on you and you should just tell him to take the matter up with the city and kiss your ss.
