First, get rid of the retractable lead - they are both dangerous and do not give you enough control. My dog carries a scar on one hind leg - his previous owner used a retractable, the dog took off suddenly at a dead run, the lead wrapped around one hind leg, and when the leash went tight, it left a deep friction burn and permanent scar. I also heard of a woman who had to get 6 stitches in her leg as a result of a similar accident only it was her leg that was involved and the leash cut rather than burned. When walking, he should stay beside you, never in front, and you decide when he can sniff, pee or poop. The leash should be kept short and should be loose most of the time - use a quick tug, preferably to the side, when you feel him starting to do something you don't want. Also, check out the Dog Whisperer to learn about controlling the dog - there are a lot of little things that people, with the best of intentions, do wrong. A few people don't like his methods but they do not hurt the dog and they do work.

I would suggest keeping the harness but losing the retractable leash, exchange for a leather or strong cotton leash so that you can have a better grip on him. I've had retractable leashes for my 15 pound dogs and that gives them too much freedom so i've stuck to regular leashes and they behave better.
You di good in getting the halti, but oyu cant adjust the mouth to contol him so you need to get a three foot lead and get a gentle leader its like a halti but you can adjust the mouth and head at different partsthis will help but as for him mounting you need to show him who is in charge and set bounderies but go for an anti jump harness it will helpif you need more help ask me
He needs to be neutered. This is a sexual impulse that no training will stop. Think horny teenager but without any inhibitions. You say neutering is no option but that is your only true option. Next time, he mount a human that gets hurts. This could easily turn into an aggressive habit that even neutering will not help in the future. This is a SEXUAL problem and not a TRAINING problem. Please understand the hormone drive and know you can't train it out of him.
