Right now it is chilly, windy and raining outsideThe outside temp is 37 but it feels like 29I have a 2 story house and a crawlspace that runs the entire layout of the houseIt's always cold on the kitchen and hallway floor on the 1st floorAnd the 2nd floor of my house is an iceboxThe attic is well insulated, the windows are drafty (aluminum) but I am replacing the 2nd floor windows by the end of the monthI set the thermastat on my furnace (which is on the first floor) to 79 and within 30 minutes off the heat being off the temp dipped down to 74Could the insulation on the sides of the house by poor and making the whole house cold all the time?

You said you have a crawl spaceIs your floor insulated? How much insulation do you have in your wallsAnd if your windows leak that bad, you're heating the outdoorsWhen getting the replacement windows, make sure the contractor removes the old window's sash weights and insulates the sash cavities???????????
