read all the posts. Tim D has the right answer take the caliper of the disc or the wheel off the bike. put something in there to stop the piston coming out pump the brake to see if the pistons are moving. sounds like a stuck piston to me

Many times when a disc brake comes out of storage it has attained a wooden feel with very low braking power and almost No Modulation(progress feel proportional to lever pressure). It's almost Normal,,,realize Normal and RIGHT are 2 totally different things. Oxidation is the cause,,,it's almost a lubricant-like effect. Pads disc Surface glaze over from simply sitting. Normally a few light,,,short stops,,,followed by a cool down. Then a few hard stops will clear them. Fastest,,instant solution is to lightly sand the Rotor and pad faces,followed by a wipe with rubbing alcohol. If that sounds like bullshit,,,go get a white paper towel some alcohol Scrup very hard in one small spot on the disc. Then Look at the paper at whats rubbed off. Cars are Terrible about it,,some will do it Overnite after being run in the rain in stop go traffic. After sitting 4 6 months they have virtually NO brakes, it may take a full day of driving to clear. Bikes use more corrosion resitsant material in their rotors and are not so bad. But the will do it. Simply scuffing cleaning the friction surfaces will bring back full braking,,just like magic. As I said up front,,it AINT Right,,,but such a common occurence it's pretty much Normal. It's an invisible condition,,,sort of a Phantom thingand Eventually it plays out to be a Temporary,transient condition. Which is why most mechanics cannot find anything wrong.except the symptoms.
Check with your friends and/or family who can loan you a compressor. Or get a bicycle pump and do it manually.
A foot pump or stirrup pump and half an hour of exercise. Of course the chances are the tyres are deformed in one spot and will need to be replaced.
Find another mechanic. Sounds like a brake fluid problem. Either air or water in the line. Probably needs a fluid flush and bleeding. Could be something blocking the fluid return orifice in the master cylinder.
