Last July, a lightning strike fried the motherboard and modem Why didn't the surge protector prevent this?

The surge protector has a green indicator light that says Protected and an amber light that says 'Grounded. That one is not on right now. What surge protector would have kept the motherboard and modem from getting fried? My wife saw a white flash of light outside the window, and I heard the loudest noise I ever heard. Then the PC went blank.A TV set, an old VCR, a phone, and several outlets also got whacked.

I understand that to dispute a ticket in NY you go down to the station house where the thin blue line gives you a beating with the yellow pages.

The rule in NY is 15 feet either side. If any part of the vehicle is within 15 feet of the hydrant (even by an inch) the ticket will stand. There's little chance of disputing the ticket. Be thankful it wasn't towed; that's the usual procedure!
