Where you in a position to see prices and utilization of the final persons to reside there? Any indication that the power manufacturer is reading it mistaken, or the neighbor is stealing your power? BIG TIME NO!! A locked engine, or more commonly referred as hydrolocked engine, means that some form of liquid (coolant or water), somehow made it's way into the combustion chamber causing the engine to lock. If you remember your laws of physics, a GAS is compressible, but a LIQUID is NOT!! Therefore, something has to give, and if it's not the liquid, it's an engine part (piston, connecting rod, crankshaft etc.), in which case, NO, it can't be fixed.
