I know about locked in RRSP and reguler RRSPbut my qurstion is that why people or employer choose locked in RRSP or how come into effect Many people don't aware and get problem when they need moneyhow the funds become locked in RRSPplease explain me

No, the alarm will not go off without the car battery, unless it has an independant battery, which I sincerely doubt. For the record, I have been married 11 years, have a grown stepdaughter, and I know more girl stuff than I care to know.
It sounds like someone had the cover off and got it indexed wrong. You might find that it IS locked in even though the knob points to FREE. when that happens you cant turn the rotary knob either way. Take off the cover and pull out the sliding dog gear. figure out whether it is engaged or free and how the thing works. Check for debris, damage or old solid grease. Index the knob and gear to be both in the FREE position. The free position will be with the dog gear pulled outward. When it goes inward it slides over the spline shaft and connects the shaft to the hub. then twist the knob from free to lock and make sure it works right. Then put it back together.
Without power, the alarm cannot go off. Some high end alarms have a built in battery to monitor even with power cut off, but it still won't do much. However, you can't drive the car without a battery, so if you need to go somewhere you have to put it back in anyway.
no it will not go off with out the battery. My truck had the same problem and my husband just unhooked the alarm system.
