Yes, B can successfully sue A. But chances are B will also come after you... if a lawyer gets involved they will advise B to sue everyone potentially involved! Even worse, B could decide to come after you directly as you are the landlord... but if you have the proper property insurance it will be covered. Even A should be covered by their insurance if they are a business... You should act now and erect signs warning not to leave garbage/debris in the area - this can protect you in the future or at least help you if you are sued.

in many states, yes. Tenant a left a foreseeable hazard for others without making it safe. That's likely liable in the eyes of a jury. as landlord, your lease specifies that tenants are to carry liability insurance for exactly this sort of thing [if your lease doesn't -- fire your attorney and get a new one]. and your liability insurance covers you, so if you're sued as well over this [under the deep pockets theory] they'll defend you.
More likely B will sue C... you/ the property owner for not policing the public garbage area effectively. B would have to show that A intentionally left the pallet in a dangerous position. However you all ave the common sense defense... why was B walking on the pallet instead of around it?
