The rubber in tires is vulcanized, meaning that is in fact one big molecule. It will not melt. When heated to a high enough temperature in an inert atmosphere (away from air/oxygen), the rubber will decompose, sometimes partially resulting in an oily ooze. This ooze is not liquid rubber, nor is it a pure substance, it is a mixture long hydrocarbon chains resultant from the decomposition of the rubber. If the tire is heated in air, and the temperature gets high enough, it will burn.
