Depends on the metal and the state it is in. Alkali metals burn very rapidly, whereas metals like titanium and tungsten will not burn unless they are heated very strongly in a source of high oxygen content.
Well I've managed to light a magnesium ribbon with a lighter before using the blue part of the flame, even though you are meant to use a blowtorch for it. Holding the metal in tongs is a must for this.
