Motorcycle Dry Rot Inspection Laws Tubed Tires?

Hi I have an antique motorcycle that I plan on using to ride around with. The bike is a 68‘ Kawasaki C2SS and I did my own kind of check up checked lights, tires, oil, ect. But the tires have a good amount of dry rot on them. Is this in apply even with tubed tires? I live in NH and we need to pass a state inspection.

If there is any doubt at all about the tyres then replace them. It's your life, so carry on living it.
Any decent inspection station will fail rotted tires. Tubed or not does not matter. (While the tube holds the air, it's the tire carcass that contains the pressure) Even the lickem-stickem guyslights, brakes, tires. Front fender, front brake and chainguard are required. Due to age, you don't have to worry about the silly safety switches (you didn't have them).
