use the widest tire you can fit into forks and frame. 2.2- 2.5 with a reasonably aggressive tread that has an open pattern to shed snow. nokian is not the best tire on snow! but they are the best factory studded tire on the market. but you can stud your own tires using shingleing nails and a bald tire as a liner.
For tires, google a name, Tomahawk tires. They are cheap but some people are afraid of them because they are considered retreads. But the manufacture strips a tire down all the way and uses the same process to apply the rubber just like regular tires. The one I put on my Kawasaki 1100 is just fine for a street tire, it still carry's the high speed ZR rating. But I not recommend it for use as a track day tire or for racing. The rear tire for my bike was 85 bucks, instead of 240 bucks for a Michelin tire. As far as the exhaust, you can get just a slip on for 200 or less, complete exhaust, maybe 500 up. With some exhaust changes you may need to re-jet carbs.
