New inner tube runs about $5.00 Road tire will run as little as $12.00 Patch kit $2.00 Every bicyclist needs to carry a spare tube and patch kit and the knowledge to change a tire on the side of the road. Flats happen. I carry a spare tire when I ride my tandem. Respectfully, this is not much money given there are no expenses related to car ownership.

If the two wheels are the same size and take the same size tire, then you can. Compatibility is really the only thing that matters. Assuming your old tire isn't a piece of crap, it should be fine. Balance won't be an issue.
Go get a patch kit for a couple of bucks, slime and fix a flat wont work with a high pressure tires. Can you help your brother out ?
