my dwarf hampster doesnt go in its wheel, is it because its to fat or is it just normal?

maybe he isn't ready for the wheel, they usually go on their wheel at night
He could be obese which is causing him to be lethargic. Or he could be running at night when you don't see him. (They're nocturnal, so that's normal.) If he is overweight, switch him to a pellet diet such as Mazuri and only give seed as the occasional treat.
Some hamsters never learn how to use a wheel and some grow out of it. There is nothing you can really do. Maybe try switching the type of wheel? If the wheel has slats or mesh as the flooring then try switching to a wheel with a solid floor.
