I have changed the motor and changed the switch on the steering column.I have also checked the fuses. The windshield washer spray isn‘t working either. Does anyone have any idea what else it could be, or what I can do to fix it?

Who would that be discriminating against? Maybe that's just a topic they don't want discussed.
Check the wiring, look closely at the ground for the wipers. you should use a 12 volt test light to see if you are getting power to the wiper motor, if you are, again look over the ground , most folks don't pay attention to grounds.
