Answer:

You need a new windshield wiper motor. Go to a junk yard and yank one off a similar car. They're easy to replace.
Turn the wipers off first, they have a park facility. If you turn the car off when wipers working then you are just cutting the supply off and they will stop wherever they are at that time. The wiper needs to stop before you turn off the car. Hope this helps
SITTING HERE LOOKING IN MY PARTS LOCATOR GM CARS HAVE A PULSE BOARD WHICH TELLS THE WIPERS WHEN AND WHERE TO PARK THEMSELVES THESE GO BAD ON A REGULAR BASIS AS FAR AS YOUR CAR I DID NOT SEE ONE DOESNT MEAN THERE IS NOT ONE THER, JUST THAT THE PART IS NOT CATALOGED IN THE AFTERMARKET ON SOME CARS THERE IS A MODULE THAT IS UNDER THE DASH (MY FORD BRONCO HAD ONE) AND ATTACHES TO THE WIPER HARNESS BETWEEN THE SWITCH AND THE WIPER MOTOR THE UNIT IS RESPONSIBLE FOR THE SAME FUNCTION YOU MAY HAVE TO CALL A DEALER OR BONE YARD TO SEE ABOUT AVAILABILITY I REPLACED THE MODULE ON THE BRONCO FROM A BONE YARD FOR ABOUT $20 OF COURSE A NEW ONE WAS ABOUT $85
