It sounds like your wiper motor is getting ready to go out Joe. The wind forcing against the wipers at higher speeds is making the wiper motor work harder. If your wiper motor is getting weak it just gets sluggish and then gets to a stopping point. If you're looking for an economical way to replace the wiper motor I suggest calling around to your local car wrecking yards and see how much they are selling them for.
