your best bet would be a local, neighborhood place. check out the place first, if its clean and making money, the beds are in fact new, not recycled you can go to a real store, but they overcharge. locals will sell cheaper and throw in free delivery
Good Place to buy a cheap bed: Well, when I read bed, the first thing I thought of was the structure upon which a mattress is placed - that is what the salesmen call a bed. The mattress that is placed on the bed is called bedding. When I read there are too many bed bugs in this city I'm now thinking you mean bedding, as in the mattress. If you're looking for a cheap bed - the frame - you can go to Ikea, they have a variety of styles at cost effective prices. However, you will need someone to lug it home for you (probably cheaper finding someone to do this than delivery). Ikea also has cheap bedding (mattresses) that are good, as well. (But the same goes for getting it home). There are other stores like Sleepy's, Sears, Levitz, and Macy's (big name stores that sell name brand mattresses), but they have a big mark-up on the products as well and they charge over $100 for delivery. Then there are places that are furniture warehouses - they have cheap beds and bedding and charge for delivery too. You can look through newspapers like the Daily News and/or the New York Post - they often have sales on furniture with delivery specials. A big thing to remember when buying any bed is that the bed is NEW and/or all materials used to make the bed are NEW. (This should alleviate the problems of bed bugs at the point of purchase.) You just have to look hard sometimes for the best deal. Ikea would be my best advice if you're looking for something really inexpensive. Just ask someone you know if they can drive it home for you. They have Ikeas in Long Island (Hicksville) and in New Jersey (right over the George Washington Bridge). Good Luck.
