Painting New Fixie Bike Frame?

Well I have all my components to make my own custom fixie, I have been collecting parts here and there, and have picked up most things for free and like new conditionBut now I would like to paint everything my preference of colorsI have read a lot about primer application and the paint job and the sealant, but I'm wondering about the initial sanding, I have heard the sanding everything can take hours to get all the original paint offDo I really have to get all the paint off since all the parts are already newly painted (just the wrong colors?) Should I just sand a littleI'm totally lostJust for some more info I do not have access to a sandblaster, or anything of the nature, just sand paper and a cheapo Dremel.

i do not feel that could be realexcept you're an fool and could have a tattoo performed through any person who does not comply with wellbeing laws, or any person that wishes to maintain his buisness! no self respecting artist could do thisi have been to 3 parlors up to nowthe artists will use a heavy steel weight holder, with holes in itthen they insert character plastic disposable mini cups, approximately the scale of your thumbnail, into the holesthen they pour the ink dyes into the little cupsfreshly packaged needles are used for each and every buyerthen the needle will get inserted to the cups to choose up the ink, now not the bottlerubber gloves are getting used nowand the whole thing is disposed of afterif you happen to see or else.cross someplace else, do not be dull and keepi am very glad with my parlors, and could return to any of them.
