It depends on the material, but most store bought costumes are not great quality, so I recommend taking the costume in either by sewing or using safety pins. Just turn it inside out and put it on. Add the safety pins to the inside (or a stitch) so it can't be seen. Take it in on the sides, under the arm or in the back - nobody will notice. You can do that with the bottom too to make it look shorter if that's what you want. I don't recommend cutting because it could ruin the item. Hope that helps anyway. Have fun.
You can buy individual tips at a craft or hobby store (Michael's, Joanne's, Hobby Lobby) for $1-$2 each as well as picking up disposable piping bags. Or you can use a zip top bag by snipping off one of the lower corners and placing your tip through the hole. Just make sure the hole is smaller than the widest part of the tip so it doesn't shoot out of the bag. I have used both the disposable bags and the zipper bag method. The disposable bags are thicker, so sometimes it can be difficult to get the pressure right. You might have an easier touch with the zipper bag. Using a disposable bag might be better if you will be using a lot of colors at once or will just be doing a few projects. If you plan on doing a lot of piping, then you might want to invest in a larger set and better bags. I would start with the inexpensive route and then upgrade as your volume and skill level increase.
