always use a diaper with those they stick to the kid and it pulls thier skin when you take it off
if its regarding a child, there are diapers made for that now.if a grown up,yes it will leak in.

As everyone said they do have a swimming diaper out called little swimmers. As for plastic pants I dont see what the harm would be in trying them in the pool. I haven't tried so I cant tell you if they leak. I would say try it and if you like it and it works they you just saved yourself money from buy the little swimmers. good luck
The answer is, yes, you can wear plastic pants without a diaper if you want, why not? The second answer is, yes, water will leak in around the waist and leg openings if you stay in the water long enough, not to mention, things will leak out for the same reason.
