Alarms need batteries for power, and batteries need to be replaced or recharged. Alarms also need speakers to make sound, but small speakers don't make much sound. Overall, even if someone made the alarm system you are looking for, it probably wouldn't fit into a pair of glasses because the battery and speaker would be too big and it would be inconvenient to have to frequently replace or recharge the battery.
Yes as a building owner if there are fire extinguishers located around the property, your legal obligation is to have a company that checks and inspects these extinguishers every year. If the fire Marshall came out to the property and noticed that the tags on the extinguishers was expired you would be fined. Chances are the extinguisher needs to be replaced, they have a short shelf life and if someone went to use it to put out a fire and it failed you could be sued as the building owner.
