As soon as you say no or resist the advances is is considered unwanted and sexual harassment. It should be reported as such but there is a statute of limitations so the sooner the better. It it happens again you should let someone now so they can be a witness because otherwise he could claim it's here sat and try to get out of the charges.

The law is that you can not park within 3 feet in either directon of a fire hydrant. It doesn't matter how it can be accessed, it must remain clear for a total of at least 6 feet. So you are paying for the ticket. sorry.
