A thorough inspection of the undercarriage is essential to a proper inspection. If he does not have ramps or jacks and jack-stands, and a crawler to get under the car for the inspection, give him a pass and find someone else.
As someone who does this for a living you do not need a lift to see everything under the vehicle but you do need to be able to lift each corner of the vehicle with a jack and a creeper to independently check each wheel, suspension, check for play inspect the frame etc. Depending on car or truck you may be able to view everything without a jack but to properly check for play or looseness you need a jack or lift. I strongly recommend finding an independent inspector or reputable dealer to perform the inspection rather than someone from one of the national inspection companies like eBay recommends - Read the fine print and their employment sections, their inspections are VERY limited and the inspectors often have no credentials. it could be possible, with a tuned header and no cat-converter and mufflers or resinators. and a good 3 diamater pipes. but would be far from legal!!! with a 4 banger its hard to gain 20HP with one pies of bolt on equipment, for that kind of gains you will have to do internal engine work!!!
