Problem with Plymouth Acclaim Windshield Wipers?

My 95 Acclaim‘s windshield wipers are acting up: the arms will go up, but gradually the passenger side wiper stops going down--it will stop a few inches up from level, and then as the wiper cycle progress, it stops a few inches farther up. Eventually, the whole thing gets out of whack, and the passenger side wiper will actually swing over to the driver side of the windshield, knocking that wiper completely off to the side. What might be the problem? Recently snow froze the blades, but that‘s all gone now. I‘ve searched, and it sounds like it might be a problem with the return spring. I‘ve never had problems with it before today. Any ideas? Also, if you have expertise in the area, how much will a fix set me back if I go to a decent (read: honest) mechanic? Can I fix it myself (no experience)?

Sounds like the nut at the bottom of the wiper arm is loose. Turn off the wipers so they are in the parked position. Adjust the passenger wiper to where it should sit. Tighten the nut at the bottom of the arm.
