My father was playing around with his laptop and he changed around strange settings that basically turned off his keyboard. None of the keys work at all, instead, they make an irritating click-y sound. I've looked all around the control panel (and fixed some of his other changes) but I just don't know how to do this. I use XP, so this is a little confusing. Please help! and thank you in advance.
See Don S AND Going Home's answers. If you find something the landlord is supposed to fix, you HAVE to submit it in writing. Once you have proof of a problem and that it has been submitted, the landlord has only FIVE working days to begin to address the problem, otherwise they are liable.

The oil smell could be (could be a cracked heat exchanger and the fuel is incomplete combustion) ( oil on the floor or surrounding area near the furnace filter).Could be an old rag logged with oil in the basement. Investigate. Follow your nose. And then report back.
