If it is residential, then it is usually the city roads department. That is who does it in my town. If it is not in a city, then probably the county roads dept. They conduct a traffic survey and determine the need. Worked for me. Until they got to it, some neighbors and I took matters into our own hands by parking on each side, far away from the curb (illegally) so as to make our own traffic-calming device. Throwing the occassional tennis ball at speeding cars and visiting speeders at their home also had an effect. Actually, waiting for government to act to solve a small private problem ought to be the last option, not the first. Get your neighbors together and work together to improve your community.
