Radiator valve is constantly spitting water?

We live in a four story sixteen unity apartment building. There are two radiators in our apartment. The on in the living room is large and we can't turn it on with out water coming out of the little valve on the end, which I am assuming is there to release excess pressure. It doesn't matter if we leave it on for an hour or two days—water still comes out. It has warped the wood below it.How can I stop this? I would really like to have heat on both sides of my apartment.Thanks!

Melvin S is correct. But check to see if the valve is closed first.
The little valve needs to be changed with a new one,that valve has a small leather inside and it is to spit out water and air until the leather gets wet ,and then stops, then when the leather gets dried out ,it will do the same thing again and again, This is a auto radiator air bleeding type valve used for many years in radiator heating systems................Ok.......Mel........
