Are most cell phone chargers interchangeable or must a new one be purchased with every upgraded phone??
If your phone has a mini-usb port, then you can use pretty much any charger that will also attach to that port. If it's an older phone that has a specialized charging port (probably at least a couple of years old), then you may have to have a specific charger, but most current phones do have the mini-USB connection.
Most are different unless its the same brand of phone.
