Get an aftermarket alarm or keyless entry unit and add door lock actuators. This will give you a remote to unlock the doors. You will not have a button to unlock the doors inside the car, but if you wanted too add one you get get a power door lock kit that will add buttons in the car. This kit could be used stand-alone or with a keyless system. This way is much cheaper than using OEM parts. Also, the 1996-2000 hatchback never came with power locks. You could swap over the parts from a civic lx/ex/si coupe, but I don't recommend it (price of parts and labor, labor and also labor). I am a car audio/alarm tech. I have done it a few times on cars that do not have power locks. The door lock actuators are designed for cars without power locks.
