It's based on all those pesky rules written by the evil controllers of the water rights. They refuse to tell me since I don't participate in their program. And to be blunt, I have no idea who they are, where they live, or if they are in fact human. So, I haven't a clue. I could guess.
What deck is it? I have a rider-waite deck, which is the most common, and that card isn't in it, though it's likely the equivolent to the king of swords. (Just a guess)
