Ridiculous House Rules by my apartment complex, is that even legal?

Today, my appartment sent me a copy of so called quot;House Rulesquot; and they required me to sign it and returned it to themI went through it and I have to say, I am not going to sign it no matter whatThis quot;house rulesquot; is lack of common sense and ridiculousI don't know who was in charge of it, I don't know who approved itThis thing just came out of nowhereMy question would be: does my apartment complex has the right just to make all those rules and expect us to obey them, even fine me for not obeying them? Is that even legal? what happens if I don't sign it? Again, there is no way I would ever agree those rules, no one willFor example, the 2nd rule is : Children can not play in the public halls, courtyards, elevators, stairways and garagesI know for fact this is against The Fair Housing Act.So, please help me with your knowledge and experienceI would like to show them, for one time, they can't force me to live like thatThanks

A property owner can make any rule he wants regarding the property he is renting outPersonally, I don't see anything wrong with what your objecting toChildren playing in the hallway can disturb other neighbors - some folks work nights and sleep during the dayElevators are vehicles for transportation and are not toysI agree wholeheartedly with that oneStairways are also for the use of ALL tenantsOthers may be physically or visually impaired and having to dodge toy trucks or marbles on a stairway is just plain hazardous to the community as a wholeWhy would you want your child to play in a garage where people are going to turn in without being able to see directly over their hoods - say at a child sitting on the floor playing with a toy car? I agree with the courtyard issue tooThat's usually where people can stroll or sit and enjoy a garden or do some birdwatching It is not a playground and was never intended as suchYes, it most certainly is legal - and makes perfect sense to meBe a good neighbor and sign it, obey it or leaveNot signing it is going to be grounds for your lease not being renewedPrepare to move.
