Here is a simple way to identify that whether the element is Metal or Non-metal on the clues of Atomic Number or number of Protons or Neutrons- If the outermost orbit of atom contains less than 4 electrons then its a metal, if contains more than 4 electrons are there then its a Non-metal. and if outer orbit contains 4 electrons, then its a SemiConductor element ie. it possesses properties of both metal and non-metals.
This method is entirely unreliable. The characteristics of an element are determined by it's reactions. This is determined by it's electronic configuration, and in particular it's outer electrons.In the example you quoted Chlorine has 7 electrons in it's outer shell and is non a metal. Now consider group lV. Carbon has 4 outer electrons and is a non metal, next down is silicon, 4 outer electrons, metal or non metal ? Next down tin, 4 outer electrons metal, but amphoteric. So the method is unreliable.
