Basically, you have received a 'stop work order' because whatever modifications you are doing were not approved by your county's licensing agency - and also, someone reported you. The thing is that you can't (of your own will) convert a garage into a living space. You aren't being 'incriminated' - you simply didn't follow proper building/construction procedures. They WILL fine you if you start construction again without submitting proper plans. They do this to keep unqualified people from doing say electrical wiring and even basic construction. It's a safety issue essentially. You can build closets in a garage of course. But where are these windows? If you have cut them into the roof, that's generally not good. What if there's a big snowstorm? Those windows will break - you are changing the structural integrity of the building.
